Cannot pick up any aquatic mobs with bucket including fish tadpoles or axelottle

Trying to move mobs with water bucket, that you can move, doesn't work. Can pick up and place water fine as well as lava and powder snow. Attempting to crouch and pick up the mobs doesn't help.
