Mobs given items with dispensers can still despawn

This was on a realms server if that matters. I managed to trap a skeleton however, he wouldn't pick up items, so I used a dispenser to give him a shield while I went to grab a name tag for it so it wouldnt despawn. Once I came back he had Despawned.  This may be intended but I do not think so.
