Spongebob DLC not downloading

Paid for the new Spongebob DLC and selected to download it. It says downloading but has frozen at that point. Plenty of storage. Plenty of coins. Restarted several times. Updated device. Has taken the coins but still no downloaded world. It downloads the skin packs but not the world.
