[MCPE-159635] Imported resource packs won't show

Whenever I try to enable resource packs which I've imported, they won't show in-game. Marketplace resource packs are showing up. I've tried multiple packs, including my own, none of them show in-game.

Platforms:

Android

Xbox One

Steps:

Import any resource pack (.mcpack or extracted .zip file)
Open Minecraft
Create a new world / edit an existing world
Go to resource packs
Go to available / my packs
They do not show up for me at this point.

Importing packs, first method, .mcpack:

Open any file explorer
Search for the pack you want to import.
Select Example.mcpack
Select Open with ...
Select Minecraft
Minecraft starts automatically
Wait for it to finish importing, you'll get a notification.

Importing packs, second method, .zip:

Open any file explorer
Search for the pack you want to import.
Select Example.zip
Move / Copy to com.mojang/resource_packs
Extract Example.zip
Open Minecraft

Android:

0/Android/data/com.mojang.minecraftpe/files/games/com.mojang/resource_packs

Xbox:

LOCALFOLDER/Microsoft.MinecraftUWPBeta_8wekyb3d8bbwe/LocalState/games/com.mojang/resource_packs
