Birthday song not working in PE

I've been trying to get the Birthday song achievement. I first tried in my main world at multiple Pillager Outpost locations. I then created a new world near a Mansion and got the same results. As listed in the form, I am running PE on iOS 15.5 iPhone.

My steps are:

Build a cake

Hand it an Alley

Place a note block nearby 

Hit the note block over and over

The Alley flies around near by holding the cake but doesn't drop the cake

I can see the notes flying to the Alleys 

I have all the other achievements
