Sea grass and sea pickles texture being strange

The texture of the sea grass and pickle are replacing the water texture and so it’s showing the sea grass and pickles on top of the water. When I place a block there the surrounding sea gras and pickles then do this strange replacing thing ( hope this makes sense). A picture is below
