Pillager Outposts don't have 4 spawn spots

Steps to Reproduce:

1. Go to any pillager outpost
2. Find the spawn spots by using repeating command blocks kill @e for killing mobs and execute @e[type=pillager] ~~~ setblock ~_-1 diamond_block for tracking the spawn spots

Observed Results:

Pillager Outposts should have 4 spawn spots, which makes 24 stacked raid farms impossible, since it is too hard to find

Expected Results:

Pillager Outposts should have 4 spawn spots, as there was only a maximum of 3 in a single outpost
