Shulkers Not Duplicating

When a Shulker kills another Shulker, it will sometimes die instead of duplicating.
Edit: It seems to only happen when there are more than just 2 shulkers. The minute I bring a 3rd one into the area, one of the original 2 will die and not duplicate.
