After re-entering the world at minus altitude, the blocks will be revived Minecraft Bedrock

Faced with the problem that after re-entering the world, the blocks reappear, exactly at minus altitude, what to do? I attached a video. I tried and used /fill and red boxes and a structure block. Nothing helped.
