Minecraft fps caps at 30/60 when displayed

This started happening a week ago from today, My fps in game randomly dropped to 60 and today it went dropped to 30 randomly, it happens in periods where it will have a fps cap and then itll go back to normal, do note i have a rtx 3080ti and i-9 10900k and 32gb ram. I checked how many frames it was rendering and the lowest was 200+, meanwhile its displaying 30 or 60 (i can tell it was that low because it was very choppy). I have no idea what causes this issue, i have v sync disabled already and have the latest graphics drivers installed.
