Can no longer place boats on blocks if there is a button there

When using ice roads it is common to use a button to mob proof the ice road. 

Since 1.19.10 came out, it is no longer possible to place the boat down on an ice block that has a button on top. It doesn't matter if your cursor is on the button or the block itself, the boat cannot be  placed.
