Flowing water has no animation

Flowing water has no animation.

Steps to Reproduce:

1. Place water.
2. Look at the flowing water.

Observed Results:

Flowing water has no animation.

Expected Results:

It should have one. 

Notes: 

I have not used any resource packs or bahavior packs. Look at the screenshots. The water looks the same on every screenshot.
