Leaves still decay even though they were placed by the player

I placed leaves in my raid farm on some cobblestone and then after a while they disappeared and then the raid farm just breaks

Steps to Reproduce:
1. Mine some leaves using shears or a silk touch hoe
2. Place them in a raid farm
3. AFK there for a while

Observed Results:
The leaves decay after a while even though they were placed by a player

Expected Results:
The leaves should not disappear after a while
