Resource Packs stop at importing

When you try to load in recourse packs onto a world new or old it does not load into that world. Also downloading a pre built world does not work either. I have tried everything from factory reset of the Console to just deleting the game from the hard drive. It still says the same thing. I have contacted support and neither have been able to provide a solution to the problem. Also looked it up on the internet to see if others have had this problem and found a few others.
