Player can activate sculk shrieker when in spectator mode

players can activate sculk shrieker in spectator mode.

1. place a sculk shrieker or find a natually generated one.
2. switch gamemode to spectator from creative while in walking mode (not flying)
3. try fly approach and sneak into sculk shrieker.

observation:

the sculk shriker can be activated when players in spectator mode sneak into the block

expected:

the sculk shrieker should not be activated
