Very low FPS despite high power hardware

Despite what should be a powerful computer I'm getting incredibly poor performance on minecraft bedrock:

I get <60FPS. Right now I'm getting 13fps staring at some lava

Resource pack:

Vanilla BDCraft

 

Graphics settings:

All enabled (except RTX, and Upsacling which are off)

Render distance at 30chunks but I see similar problems even at 10 chunks

Anti-Aliasing set to 2

 

Computer specs:

3080 TI GPU

Intel i9 12900k 

32 GB DDR4-4266

 

During gameplay the game uses ~20% of my CPU and 6% of my GPU.

I do rarely get 120fps (framerate of my monitor) but its usually on the main menu or a few seconds in to a new world. Average fps in game is like ~40fps
