Skins won't load/aren't saved

I reported this issue before and it was marked as resolved and compiled with other similar bugs. The first time I reported the issue, once it was marked as resolved, my skins and the marketplace loaded, but about a week or so after the issue occurred again and has persisted since. The only difference now is that the skins and marketplace will load on mobile and ps4, but not windows, even after hours of playing.
