Steps to Reproduce:

1. Place mangrove roots in a 3x3 square
2. Waterlog the mangrove roots in the center
3. Place mangrove roots on top of the waterlogged mangrove roots

Observed Results:
The water inside the mangrove roots is no longer visible. In 1.19.20.20, the water is visible on the top of the mangrove roots, but not on the sides.

Expected Results:
The water should be visible on all sides of the mangrove roots, just like leaves.
