Minecraft Windows Edition Skins and Marketplace won't Load

For several weeks now, my skins simply won't load. On the start menu, one of the base Alex or Steve skin's flashes for a moment then there is no character model there. If I go to dressing room, all of the character slots are blank, and nothing is clickable to change it. In game it gives me either Alex or Steve. I would use a custom skin and then when it wasn't available, official skin pack skins. I tried reinstalling the game client completely, which I saw suggested online, and all that did was cause me to lose my worlds. On a fresh reinstall, it showed my skins with the exception of the custom one. The game shortly crashed and when I reopened I'm back at square one with no skins. 
Also I have noticed that most of the time when I can't click the dressing room or it shows blank, if I click on market place nothing happens. So I can't get on market place nor will any of my skins load. 
And I am connected with around 100 mbps download and 20 mbps upload.
