My Hotbar won't show up whenever I first join a world or load up one of my worlds

As I said up above my Hotbar won't show up for awhile whenever I first join one of my worlds or join a server but sometimes my game crashes because of my hotbar not loading in and whenever I create a new world it just crashes because my Hotbar won't load in.
