Ability mayfly stops working after very brief time for non-OP players

I use /ability command to all players and enable mayfly but players who don't have OP can't fly. (To be precise, it can only fly for a moment.)

In chat, there is the message that enabled mayfly.

This is not occured before 1.19.

My device is iPadAir 3rd, iPadOS 15.5.

Also PS4, Windows has this problem.

Steps to reproduce:

1. Put this command into command block
   "ability @p mayfly true"
2. Push the button and execute command(not host but client player who don't have OP)

(Please watch "IMG_4677.MOV")

Observed Results:
・message shown: "ability mayfly enabled"

・I can only fly for a moment

Expected Results:
Fly normally.
