skulk sensors activate when players in spectator mode fly nearby

Summary:
While in spectator mode players will activate skulks sensors that are in range if the player has switched from survival to spectator.

Steps to reproduce:
1. switch from survival mode to spectator mode
2. fly in range of a skulk sensor (you don't need to be in blocks)

Expected results:
players in spectator can't interact with skulk sensors
