Players couldn't sleep in complete underwater while having water breathing or similar

Players cannot sleep underwater because the bed was "obstructed" where it obviously isn't since there aren't any solid blocks that could actually obstruct the bed.

 

Steps to Reproduce

1. Place a bed underwater.
2. Make sure there aren't any blocks that could've obstruct the bed.
3. Have either water breathing or conduit power.
4. Wait for nightfall.
5. Attempt to sleep.
