Xp level not going up

Xp levels are not going up whether I'm killing mobs or mining coal ect. Sometimes they might go up but very rare. I've tried killing with different swords & axes plus mining with different pickaxes. Both enchanted and not, iron and diamond. I'm only level 9 due to enchanting so mining a full stack of coal should of a least moved my xp bar. I'm playing on xbox one multiplayer and their xp levels aren't going up properly either.
