Previously sheared/regrown sheep do not drop wool when killed

Steps to Reproduce:

1. Have a sheep
2. Shear the sheep
3. Wait for sheep to regrow wool
4. Kill the sheep

Expected Result:
Sheep has wool therefore sheep drops wool when killed

Actual Result:
Sheep only drops mutton

The sheep still drops wool when sheared, but not when killed.
