Mangrove leaves arent stacking

when you cut mangrove leaves with silk touch Hoe and then cut others with silk touch axe both stack differently
or maybe this is happening because some leaves are on the way to growing a propagule
so leaves with propagules and leaves without it maybe have some hidden NBT tags that causing it.
I hope you guys will figure it out.
