Goat not ramming on 1.19.0

Procedure to recreate:
1.spawn a goat/find a goat
2.stand still near it(goat and player confined in 10x10 space)
3.wait for 40mins

Expected:
Goat rams player

What actually happened:
Nothing

Side note:
I did the same thing in 1.18.30 and it worked back then, in exactly the same conditions. (Literally in the same world) Got tons of horns. Won’t work now after update.
