Hostile mobs not attacking player in hard mode

Hostile mobs are not behaving as expected. 
Endermen are not being hurt while it's outside in the rain.
Drowned are not burning in daylight and not attacking player during the day in hard mode.

 

Reproduce: Walk up to drowned walking on land during day
receive no damage

Expected behaviour: Drowned deals damage to player while in range 
Endermen receive damage in the rain.
