Tropical fish in lush caves have a surface density cap, but are underground spawns

The vanilla behavior pack spawn_rules\tropical_fish.json gives tropical fish a surface density cap of 20 for underground spawns, which of course does nothing. As a result, tropical fish can fill the entire water_animal population cap and prevent axolotl spawns.
