Chosen Resource packs not properly saved in resource_packs.txt

When you choose resource packs (for example City + Vanilla as active), the resource_packs.txt will look like this:
---startoffile

Minecraft

----endoffile
After restarting minecraft the chosen Resource pack is not chosen anymore, and you have duplicated entires etc.
