When using the hasitem filter, the hasitem filter will accept negative data values.

Steps to Reproduce:

1. Open a Minecraft World.
2. Run /testfor @a[hasitem=\{item=allow,data=-5}]
3. Observe

Observed Results:

Game accepts negative value

Expected Results:

Game should not accept a negative value
