Water Won't Spawn

Blocks do not spawn or take a few minutes. In the middle of the ocean, there is a square of water that does not appear, even thigh dolphins swim through it and appear darker. I am unable to enter into the block, and even after waiting approximately 5 minutes the water did not spawn.
