Villager doesn't accept tripwire hooks

There's a bug about trading arrow masters, when I try to trade "trip wire hooks" at max level, it says "the trader doesn't want this" and won't let me trade. My memory is a little hazy, but I think it was the same in version 1.18. I'd appreciate it if you could help me solve it.
