Not gaining XP

When I try to use the XP farm at times I will not recieve any XP also with breeding and mining.

 

Sometimes it will work but sometimes it doesn't. It's an ongoing issue.

 

I have mending on my armour and tools yet no levels go up on them or my XP bar, I will take all armour off and everything out of my hand and hotbar yet still get no XP.
