There is no light orange fog under the lava in spectator mode

Summary:
Lava in java version has a very light orange fog around the edges of lava rendering in spectator mode. However, lava doesn't have any fog in bedrock.

Steps to reproduce:

1. Switch to spectator mode.
2. Find a lava lake or travel to the nether.
3. Look at the lava from the inside.

Observed results:
Lava does not have fog in spectator mode.

Expected results:
In spectator mode, lava will have a light fog.
