The swift sneak enchantment does not work

The swift sneak enchantment does not work. I have tested it in both need survival modes and it is impossible to apply the enchantment to any boots via anvils or commands. 
below I have an image of attempting to use commands to add it to netherite boots. I also tested this with leather boots.
