New touch controls literally do not exist

They literally do not exist in the touch option in settings.

Steps to reproduce (it is required for some reason):

1: Open Minecraft

2: Open a world

3: Go to settings

4: Look for new controls.

Observed:

It does not exist.

Expected:

It should exist
