Infinite Loading Screen When Trying to Update Worlds to Caves And Cliffs Generation on Windows 11

The world I have tried to upgrade to the new generation was first created as an Old world type, then expanded to a normal world, and when I try to upgrade it again for Caves and Cliffs generation, the game copies the world fine but gets stuck in an infinite loading screen, which I have left for 30 minutes in one instance, to no avail. I am not sure what causes this issue in particular, but a thought I have may relate to it formerly being an old type world. Fully Old worlds cannot be upgraded but since in the past I have upgraded it I worry that the same issue that made Mojang disable Old word upgrades is preventing me from updating my world to the new generation.

 

UPDATE: As it turns out, the old worlds wasn't the issue. My friend tried to convert the world on Windows 10 and it worked, so I can safely say this is a Windows 11 issue.
