Cannot place blocks outside of the world bug

Again even after the latest hotfix this bug is still annoying I can't fill in any blocks using the /fill in command even like 5 blocks in front of me it keeps giving the error "cannot place blocks outside of the world" I tried everything my simulation distance maxed out to 10 chunks, render distance set to 16 chunks and anti-aliasing to 16 and still get the same thing. Please fix this mojang. 

How to reproduce:

1) Open settings and go to the game and video tab and max out everything

Simulation distance = 10 chunks 

Render distance = 16 chunks 

Anti-aliasing = 16 chunks 

2) Open the chat command and type in the X,Y,Z coordinates for the first position and the second position where you want to fill in the blocks
