Skins not loading, or appearing

I've not been able to load or use any skins, I've tried reloading the game & restarting my PC a few times. It does not load in the menu, in realms, on worlds, or on servers. 

 

I've only noticed this bug on Windows 10, but I've also tested on PS4.
