When moving with controller, player's avatar no longer stops when you stop moving the analogue stick

when moving with controller players avatar no longer stops when you player stops moving the analogue stick  similar to the movement in java ( reason i dont play java ) please tell me this isnt an intended feature and that its just a bug you can fix or im going to be far to frustrated to play anymore
