Offhand and fireworks

This is for touch controls, split and non-split.

Steps to reproduce:

1: Equip Firework Rockets in Offhand

2: Try Using it

3: It doesn't work

Expected Results:

Fireworks should work atleast when you hold press screen.

Observed Results:

it doesn't do anything other than for crossbows.
