Entities still drop items when entities drop loot gamerule is false

When the gamerule entities drop loot is false, they aren't supposed to drop items but they still do and also drop xp.

 

You can recreate it by deactivating entities drop loot gamerule and kill a mob that can drop loot like a creeper or a zombie.
