Guardian Fish Not Spawning in Spawn Spots In Farm

Hi there, Guardian Fish are not spawning in their predetermined location in my Guardian Farm. The best way to describe it is that I built the following farm https://www.youtube.com/watch?v=ZR_LszJIztQ . I am playing single player, survival on normal. Thanks
