Can’t breed villagers in any village under any circumstances

Steps to Reproduce:

Regardless of which village I enter, how much I trade, or how many free beds or work stations there are, the villagers refuse to accept any food or breed under any circumstances. It used to be as easy as dropping a few loaves to any villagers before the latest update. Now, nothing. The only way to bolster their numbers is to cure zombies.
