Placing water bucket in leaves will make the leaves appear to have a water inside of it but doesn't act like one until you use the water bucket on it again

When I use water bucket on a the dark oak leaves it will make the leaves to have some waterlog. But despite it looks the water in the leaves simply does not flow until I use water bucket on it again. The water bucket also does not turn into an empty bucket like what they should do after I have used them. This bug is a bit random, so sometimes it works fine sometimes its not.
