/fill command saying "Can't Place Blocks Outside The World"

Whenever I run the fill command on a flat world, It just keeps saying that it can't place blocks outside the world, even though I am nowhere near outside the world limits. I have tested this issue on multiple different worlds and the same thing keeps happening. This issue happens with any block. I am also testing the commands on Y coordinate 70, which is nowhere even close to the build limit.
