Frogs can lay eggs/frogspawn on water that has light blocks above it

Frogs can lay frogspawn on water that has light blocks above it. In Java Edition, they cannot, which is intentional per MC-250310.

Steps to Reproduce:

1. Run the following commands:

   /fill ~1 ~ ~1 ~15 ~2 ~15 stone
   
   /fill ~4 ~ ~4 ~12 ~2 ~12 water
   
   /fill ~4 ~3 ~4 ~12 ~3 ~12 light_block

2. Spawn multiple frogs on the stone and breed them
3. Observe the frogs for a minute

Observed Results:
The frogs lay frogspawn on the water.

Expected Results:
Frogs shouldn't lay frogspawn on water that has light blocks above it.
