/fill command not working correctly

When I do /fill for a certain number of blocks, it doesn't work, it just says cannot place outside of world even though it's in the world. However this problem only happens when far enough away, If you go closer it will work, but if you keep going farther away it will eventually say that it can't place outside of the world

(by the way if you're wondering why my crosshair is different and there's a clock in the top right corner, i use a client, which doesn't affect this issue in any way)
