inconsistency in Crossbow Multishots

while coming relatively close to a mob then shotting a crossbow enchanted with multishot it give damage equal to a single arrow only, it's like the other arrows didn't have time to get shot.

this really killed the weapon for me, it wasn't like that in 1.17, hope it's just a bug and not a nerf cause that would throw out the competition against the bow completely.
